From what I am seeing n I may be wrong but I think that is doc ichikawa (who at this point am not sure is really her father, I think he had an unrequited love for her mother) and his friend the police chief kourogi or whatever when they were young. If u look closely, they sort of resemble the older versions that was talking to kuze. So I am thinking maybe he was just thinking of his secret love for fuyuki's mom. ╮(￣▽￣)╭. Well, what do I know, I can't read Jap or Chinese or whatever lang d raws are in, I can't even tell what lang dat is.....
