He needed to knock tf out of him for him to not see the bully getting killed, or any witness too, but at the same time, he could kill him anytime if he wanted to. I only felt like he couldnt kill Hikaru off due to his feelings for him, which is a lil psychotic LOL.
This story is like a much more cleaner version of Brutal, if you have read that manga. (Its basically like this story but str8 and more longer)
