When was the last manga actually published?
All I can tell you about the updates that I know of is that the group that translates it waits for an entire volume to be finished and released so they can just buy the chapters all at once by getting the new volume. So, to get new chapters...we wait for all new chapters to be released, month by month, and then the time it takes to translate it all.
