I'd rather say " it is now the current fad" rather than part of their culture. This craze on plastic surgery is brought about the South Korean's KPop phenomenon which is now popular anywhere in the world. Most of the young ones are getting the plastic surgery in the hopes to be an "idol". Not to mention South Korea is a rich country so they have money to spend from their parents.
