I've just started cp 7 and I was so excited thinking that for rhe first time I was going to see a strong omega as a revolutionary leader but of course he would be too nice to not fight back while the whole kingdom suffers.

that's EXTREMELY unrealistic. what can he do in that situation? the people would never trust a foreigner enough to follow him into war, and even if they did his appearence is so note-worthy that zayn would've heard about a blonde leader of the rebels and tried to capture him much sooner. he stayed hiding because it was the only way to stay alive, and helped the common people while doing so.
the royal army was also much bigger than the rebels 8 years after, it would just be bad writing if ilia was suddenly able to gather enough rebels to overthrow the throne.
