I honestly think this is a ploy to obtain the Callisto bloodline without having to make her royalty. There’s no other reason that the king and everyone else would go so far to put her into an abusive home when nobles adopt and swap children all the time. It shouldn’t matter whether she’s a “real” Kallisto and getting a child from a count if you’re a duke should be nothing. The royal family has to have a motive for making all this happen and it’s far easier to control a count’s daughter than a duke’s
