The first dress was her receiption dress. The person hosting a gala wears it before putting on their main attaire as a sort of teaser since they still have to welcome and/or introduce special guests.. tho in this occasion she's introducing her cousin.

Usually in these types of stories the guest of honor would have their grand entrance by coming late and being introduced by the host who would already be at the party so I assumed that was the proper etiquette or whatever

Yea, it usually just depends on the host's intention (to get the feel of the fashion trend in the room, to simply surprise the guest with their own grande entrance, or usually to adjust to the guest of honor's attire.. in a good way or in this case to show up her cousin) it's not really all that depicted in most manhwa so it was nice that it was shown here. :3
