I can't blame the Empress at all. I mean, the Emperor has the power to enamor those around her, the Empress had no choice but to become the Empress because of his abilities and as thus stayed at the palace. It's devastating because if it weren't for the Emperor's powers, the Empress would've been able to see his sister even once. It's not fully the Emperor's fault either since he was born with those powers, it's an ill string of fate.
