I can tell you!
First you need to create an album on imgur with the chapter you wish to upload. Then, you need to go to the tiny flag that's on the left side of the screen on any existing manga, which is originally for reporting, and then select "upload chapter" at the bottom of the options. There you copy the link of the album from imgur and clarify which chapter it is, that it is a new series, the name, the genre, the author, and an image (which I also uploaded on another album on imgur) for the cover of the post.
