Idk about other places but in my college Korean students are usually pretty chill when they see another Korean. So I think it’s just the story. Remember it’s all fiction
In this case, it seems like it's a small community, everyone knows about everyone, gossips everywhere. There's also this joke about how Koreans come back to their country speaking better Korean (because the don't mingle with other people so they don't get to practice any English). It's typical to recommend avoiding people from your own country when you study abroad :)
I actually understand this. This is so true also I feel like the author may have gotten some real accounts to write this story too.
