Well, her only wish is to be helpful to the Kirigaya household (and a woman's only purpose at that time was to marry and have children) before dying, that's why she can't choose Shinpei without feeling guilty. What benefit brings Shinpei to the Kirigayas? Nothing. Neither status or money.
I want to believe her father wants her to be happy but we can't really know, and even if he wants her happiness I'm not sure he'd be convinced that Shinpei is the one that can make her happy, since again, he's got nothing.

even if they didnt have a romantic relationship it rlly doesnt matter because the story line and plot are good by themselves
