She couldn't protect him because she was a lot weaker than the empress. And he doesn't approach her because he doesn't want her to be targeted.
That must be the reason, but the comic never hinted about that and she looked like to be the favorite of the latter emperor so I just feel animosity toward her, I guess they did not want to add parenthood problems into the plot.
