Probably some kind of arranged marriage to preserve appearances.He most likely thinks of her as a friend or something but he's definitely not in love with her.I think Shinobu loved his brother since they were children and he tried to fill the void of not being able to tell him (because he, himself, couldn't accept it) by sleeping around.

Well I'm only at chapter 6 but sihyun is literally the highest ranking spy in the agency yet you can't see that at all when he's with hajun (●￣(ｴ)￣●) idk it just kind of annoys me
