But the bed they use has mana (magic) in it and it slowly starting infusing in her and she shows an affinity to ice magic. She later saves a town by freezing a huge water dam breakage if i remember correctly. And the bed also causes her to get pregnant.

Just went back to re-read to brush up and what did euntae mean he is a "ability user that was created" ?? Like they just skimmed over that and went into flashbacks!! So did mc create him?? But he brainwashed his mom to love him more than euntae so like he had to exist before no??
I think maybe out of guilt for what he did to the aunt, he gave his cousin the ability to have power over just him.
Maybe when he was a kid, he hit him with the:
"I wish you suffered/struggled just like me"
"I wish you were like/the same as me"
"I wish you were an esper like me" (so I'm not alone kind of thing).
Honestly, with his power, there's a lot a kid could have said out of anger/frustration/desperation that would have resulted in Euntae being created.

I think it's about the relocation of the human resources or magicians in the magic department to places that lack and might need magicians. Think of it like the whole department being reshuffled and sent to different locations, going from the capital city to distant villlages with not much to offer. As they had no say in where they go, this sudden relocation made the magicians angry, on the other hand our FL no.3 is doing all this because most of the magicians are not doing anything proper work wise despite their budget. Just my interpretation of the situation presented to us.
