I think maybe out of guilt for what he did to the aunt, he gave his cousin the ability to have power over just him.

"I wish you suffered/struggled just like me"

Honestly, with his power, there's a lot a kid could have said out of anger/frustration/desperation that would have resulted in Euntae being created.

I think it's about the relocation of the human resources or magicians in the magic department to places that lack and might need magicians. Think of it like the whole department being reshuffled and sent to different locations, going from the capital city to distant villlages with not much to offer. As they had no say in where they go, this sudden relocation made the magicians angry, on the other hand our FL no.3 is doing all this because most of the magicians are not doing anything proper work wise despite their budget. Just my interpretation of the situation presented to us.
