It would have been actually better if Ra was the goddess like you know the main goddess of Egypt.....it's like these people came...and for their lust, greed, revenge or whatever personal feelings it was, they ruined the country as well as Seth.
He might have killed countless people but being a god he was used by other gods....and most probably he is still being used.
