At least if he starts looking at her as a woman the normal age back then will be 12 onwards (red riding hood years). This is fact for commoners and nobility. So its normal in this kind of story. I already read hundreds of novels with this kind of age gap. Depending on the plot some are shit and some are good. Daenerys was 13 when she married Drogo.
