Yes, unfortunately they are infact BROTHERS. I believe seme is adopted tho cause 2nd time he was the adoptive son so yea
About the why? ques- Its cause author wants it that way?
Also, this is the premise of fictional reincarnation - the characters are reborn to face the same fate/outcome each lifetime except if something dramatic changes their fortune. Beom still carries the scar from his first life for example and he is still brothers with Suyeon even in this life.
