Most likely, but I think that Yohan is able to control the abilities due to being the main creator of the vampires so of course he'd be able to have power over them.
I think Hayan would need to create her own power or take a vampire's power that isn't connected to Yohan which is hard since Yohan is the base of the pyramid, then the angels who spread their blood, and so on.
But because Hayan is pure blood, she most likely has an ability that is yet to be awakened that can surpass Yohan's Half Blood ability.
Pure Blood ➪ Half Blood ➪ Lesser is the hierarchy, but I think Hayan's power level is a low level Half Blood, which is probably why Yohan is currently more powerful than Hayan
