In the earlier chapters when she was just a baby Lucas was able to see that she had reincarnated but apparently he can see it clearer now, she lived her first life as Athanasia and died, then she lived her life in Korea and killed herself and now she was reborn as Athanasia again...

Not sure what's happening to Claude either but seems like he used dark magic with Athanasia's mom?? And Athanasia makes it worse???

The chapter is explaining that Athy has magic that allows her to turn back time and that magic has infected/influenced Claude's state of magic as well which caused his magic to revert back to how it was before, when his dark magic was strong and in turn the dark magic is killing him. Basically Athy's magic is killing Claude (I think). Well that's what I understand ╮(￣▽￣)╭, I'm not sure if it's correct though, so correct me if I'm wrong.

I think Lucas is just a really powerful really old magician, not quite God Hough, but so powerful he can see those types of things and has been around for a long time

Yes, I think it most definitely is. It is very confusing at first and is a bit slow, but everything is eventually revealed and explained later on. The drawing caught my attention at first because it was beautiful, and I definitely did hesitate to start it because of the amount of chapters the webtoon had, but the webtoon gets more and more interesting as you keep reading it.
