It's funny, i asked the same question some time back and the answer i was given was keep practicing carry a sketchbook with you and draw every day(without fail if possible) anything that catches your eye preferably using a fountain pen, a dip pen in ink is even better. That trains you to learn to pick out the most important parts of an image first ......
