if it's college look for people who look like your type of friends who idk dress like you or look sweet or something. be friendly say hi everyone's new so everyone wants to make friends yk, try to compliment someone about their hair or shirt or whatever that's a good way to start a conversation. don't be too shy just always push yourself and say yolo bc if you dont make friends at the start it's difficult to make any by the end of the semester when all the friend groups have formed.
if it's daily life i'm sure you do things like go the gym or go for runs or walks or even just sitting on your laptop at a cafe or reading a book there. smile at people and make yourself seem approachable, try the same method of complimenting someone randomly. if you have a certain routine of doing the same stuff everyday like gym or training or even work for example, you'll often see the same people everyday so try to start up a conversation about literally anything bro like hey i see you everyday yada yada make something up it always works. and if the other person also wants to be your friend they'll find a way to keep that convo going until you yk eventually become friends.
I'm 22 and I have no idea how managed so far I just happen to have convo with people while smiling and get over with it.
