The plan was to let trashta be an empress for a year to allow her baby to be heir to the throne then he divorces trastha after one year has passed. He will remarry Navier and still expect her to be a mother to trastha's child despite she said no to that before the divorce. Trashta knows the whole plan but he chooses not to let Navier know the plan. Navier wouldn't agreed to the plan anyway
