This is just me trying to guess the plot in the early chapters cause why not? Lol
What if Eve decided to be on the edge of getting out of control to let the government decide to erase his memories.
But it's not them that sealed his memories, it's Eve himself that did so. They actually can't control him that much, he was just willing.
And because for some reason, Adam had an unfortunate experience with him (maybe that's the reason Adam became limp... I dunno just randomly guessing...), which also why he had to retire and leave Eve behind, which also sums up Eve being on edge without him. And all of this is just his set up for them to meet again because Eve knows that Adam have a soft spot for him, and he was using it to create an opportunity for them to be together again.
Eve could literally have his own memories regained anytime if he wanted to, BUT imagine him trying to remember his memories through Adam by using his ability to read minds.
Do you guys get what I'm trying to say?
