The art is definitely made by the mangaka who made a lot of my favorites such as Heart strings ( http://www.mangago.zone/read-manga/heart_strings/ ) but I don't think tat the picture is from an official manga. I have read all the mangaka's available work so it's either not available online (in english at least since I don't search for raws) or the mangaka made that for a special occasion and didn't release an entire chapter of it.
Anyway, if you haven't read the mangaka's work yet, I totally recommend it. The art and characters are so hot

This felt so relieving... The plot is so well developed (they didn't rush with the story) and the characters are so charismatic! This one is one of my favorites for sure, and I'm so happy that they ended well!
