Alright here we go, Best Jeanist being back shows that Hawks can actually make a choice to not murder people in a situation where the stakes are high (if he didn't prove he had killed BJ then the LOV would've most definitely killed him). But he chose not spare Twice, despite clearly having the ability to fake someone's death. Plus, the fact that BJ is a hero makes it worse because that makes it look like he puts more value on the lives of heroes over villain's. Similar to how cops put more effort into finding a criminal who injured/killed a fellow officer compared to when a criminal injures/kills any random citizen or another criminal.
Anyways BJ coming back, in my opinion, is really gonna hurt Hawk's reputation but I don't think that will be how it appears in the manga.

it was awful that hawks killed twice. but twice could have been a turning point for either side. that's why before hawks killed him, he tried to get him on the hero's side. He didn't want to kill him he wanted him to go to jail, and then live as a normal citizen. hawks actually liked twice. Then they started fighting and he killed him. I agree he could have still kept him alive but he didn't.
the hero system is corrupt. for them to even put hawks in a situation where he had to fake a fellow hero's death is horrible. however i feel like we'll see the new gen slowly fix the system.

I always thought it was weird that Hawks killed Twice even though everyone says it was a "Kill or be killed" situation or that Twice being alive would come back to bite the heroes in the ass but I don't really believe any of that. Like of course Twice was a HUGE advantage to the LOV but...do heroes not know how to knock somebody out???? Resources for Hawks to use could've been low but I just can't believe that a spy organization didn't teach Hawks how to knock someone out. Especially, seeing as how weak Twice was mentally and physically when Hawks gave him a chance to choose between death or jail forever(I really don't believe they would be letting him out or for at least a VERY long time).
And to your second point, I would love for them to fix the system! That would be amazing but seeing how things are going I'm not too sure how many people would be on board. Or they just wouldn't know how to fix it. I don't really see the hero's (that's including the students) question their choices to be heroes. And the people who don't believe in the hero system are villains, probably because they've suffered the most from the system. I'm waiting for someone to actually question there choices and dreams. Like acknowledging or realizing that they are a part of the system that creates a soft society that expects heroes to fix everything and that rejects anything remotely connected to "villainy" (like Shinso who was told his quirk was a villain quirk).
Lol sorry for the long reply :)

I love their relationship soo much but the lack of conflict is really freaking me out...like I can't help but feel like there's some huge conflict lurking under the surface. Tho I would prefer that things stay like this...I wanna see their relationship progress in a natural way without any weird nonsensical conflicts.
Y'all no wonder why we spent fucking three years on this mans backstory and feelings like the author is tryna pull a HE WAS IN A BAD MINDSET ;-; HIS FEELINGS WERE EVERYWHERE AND HE DID SOMETHING HE SHOULDN'T!! Bruhhhhh I ain't fallin for this shit
