He’s not a minor. A lot of Asian stories say they’re a minor but technically they’re just talking about DRINKING AGE. The legal age of Japan is 18, the drinking age is 20. So he’s likely 18-19. Idk where you got that he barely touched 18 when the exact age wasn’t even confirmed. He could be 19 or turning 19- not just turned 18. I think the main issue you have is just the age gap. However by law he is a legal adult in college, and has the right to decide whoever he wants to date even if it goes against your preferences.
I think when reading Asian stories, you need to get used to the legal ages, drinking ages, what they call them- otherwise you’ll always be uncomformtable because your uninformed on the topic. That saying is very common when they’re actually talking about drinking age.

And yes, I get what you mean, he is not a minor but it was stated in the manga he was, which is also confusing, it was probably to point out about his drinking age. I should have phrased that better, that was an error in my part. But still, it's just my opinion that this manga should've executed their story better.

Anyways in Asian stories they say “I’m a minor” a lot despite not being considered one and is actually talking about drinking age. And example is BL motel, where the younger guy says he’s a minor but he’s actually 20 years old and was just talking about not being 21 to be able to drink. First, idk how Minhee immediately likes the MC when he started seeing someone, I believe they both have very less interaction when they're in the company. And the second ML I don't like him tbh, like I know he comes in strong but SKSKSK I kinda feel he's forcing himself on the MC and not giving him enough to think about it. Also seriously??? I really am bothered in a way after reading this. This is quite conflicting how the seme thinks. Like he thought his dad "never cared" that his wife died and then the seme plans to kill himself so his father will suffer. But if you think he doesn't care for you do you really think he'll suffer if you died?
