Could consider as a character development no?
Not yet since he still doesn't understand Dan and what position he's in making it difficult for him to have character development this fast. I'd say we'll need to read some more episodes in the future to see his slow development but I'm sure it won't happen this fast cuz he's in his chasing arc

I remember it’s a short one, I think like 6 chapters, both of them are childhood friends, the Seme was high schooler the Uke was in elementary, the story starts when the Uke is high schooler the Seme is older by far, I think Seme helps the Uke with his studies, and I remember also that when the Seme was in high school he confessed to his friend that he’s in love with the Uke
