Hmm i didn't want to give too many spoilers since you only asked about this chapter, but giving more context- the item is Basilisks fang, the sword that mc picked up in the West Sea rift, so technically HYS(artisan guy) didn't make it.
Remember Jung-bin was the only other S-rank with J. All the other top hunters popped up after J's disappearance, so there's no way J can have an item made by this guy.
