Whoever the most strongest country owns the "devil" which lives in the volcano. So as the new king (Judan) of Fire country arise they conquer the Han Country and they became the most strongest country. Prince Mugi who is from the Wu country has it's loyalty to the Han country, but because the Han country was eliminated he become loyal to the Fire Country. I think the devil is looking for some kind of a human "host" who has a burning heart and eyes in order for him to survive, he needs a powerful ruler. And in chapter 26, there might be a twist in prince Mugi's situation after knowing that the Han Bastard was the last royalty of the Han Country(which he was loyal before)
