Probably, though. He was obsessed with Nagare. Would bully the poor boy as long as he lived. And it’s paradoxical too because he was obsessed with Nagare for his defiance, but would lose interest if he submitted. I guess no matter the way Okaya would keep bullying him. But Okaya definitely behaves as a psychopath who has lost his main obsession, with the way Nagare is his landmine and the way he completely changes when everything related to him is brought up. Also how he “didn’t have much fun” as his friend noted after Nagare died.
