in conclusion, this guy spent at least 2 hours doing nothing but calling or worse, called on intervals throughout the day even whilst busy making the total time count bigger
additionally, since this is taking place over the course of 10 days, he would have spent on average 11-13 minutes a day calling over and over which does make it look less bad when framed this way but keep in mind that he works for the government. busy and spontaneous schedules as such would only allow for calls in the morning, lunch break, and when clocking out, so the intervals in which he called were likely done in longer intervals off the clock as opposed to calling throughout the day
