Bc he's 'weak' (has no/barely any magical powers) and therefore can't be sent out to study and is very likely to be attacked by any opposition. He's basically forced to stay in the castle - a 'hostage' if you will

In time periods like that, it's common for Kingdoms to send out one of their royalty to be a hostage of the Empire.
This is how Empires ensure their Kingdoms stay loyal to them. Hostages are treated well within the Empire in respect to their royal lineages but if the Kingdom in which they hail from starts to show any signs of revolt against the Empire, the hostage would no longer be safe.
He's not forced to stay in the castle btw. He generally lives in the Empire but is allowed to go home once in a while.
Hostage systems like that are very common in the past.
