for me it looks like his really brave skillful man and his also top 1 of his batch so i think when he decided to be "small town police officer" his instinct somewhat switch off but when those crazy thing happened to him it just came back and change him like he was before..well thats my theory anyway XD
the story is touching, but in the end I still dont`t quite understand if they decided to stay together as brothers or as a couple （￣へ￣）
Im not sure if im right but i think they stay a couple(as in where they stand between the two of them),but using "brothers" as a cover(for the public or family)

they decided to be both. a couple and brothers.brothers for the younger one(bro complex) and a couple for the big bro. u see after they talked he never called the younger one "brother" only "yutaka" .bc yutaka can be his lover.
