Okay so here's the thing about Major Kwak, it's not that he 'betrayed" Dr.Seok, he's doing it for his own good. Ofc firstly, he would never actually hurt him he's just saying that to scare him so he'd stop investigating and getting himself into more trouble. He understands that it might make the mc hate him (okay maybe not really because later on the mc kinda cold and hes all surprised pikachu face), but still he believes what he did was the best thing he could do for the MC given their circumstances even if it might be a bit harsh. so if you ask me he's more

Yes mc is treasured by the city, but so was Dr.oh and they executed him anyways so there's that. Also he's powerless because he is LITERALLY powerless. He can't go against the authorities, they already took away his access to information, and his body is weak due to a birth defect, he can't do anything. The city won't even let him make a cure, and even when they did find the vaccine, the city said it's fake.

Thanks for that different perspective. I was so pissed when the ML threatened the MC and yet blatantly flirt with him like he didn’t just threaten and treat him coldly seconds ago. I found his behavior obnoxious, and everything he’s been saying as BS. I even doubted if he actually liked the MC even a bit.
