While reading this I was more under the impression that his tan skin was due to sun exposure, and not his ethnicity, (so I thought it was about beauty standards rather than the racism everyone else seems to think it is) but I may be wrong
It's supposed to be gyaru fashion style. People can google it to know what I'm talking about but it's tanned skin, blonde hair and heavy makeup, sort of like a beachy style. But this style also implies slutty/promiscuous and partying behaviour as we can see girl Shion being treated badly.
