No, they're only 12 episodes, they'll only introduce him this season but his arc will start with season 2.
The evil eye arc is almost 20 chapters, then followed by more chapters of trying to exorcise him, there's no way they're going to fit all that, plus the previous chapters, into 12 episodes. They'll introduce jiji at the end of this season BUT the evil eye arc starts with season 2.

Chapter 31 will be the end of season 1 and season 2 will start with chapter 32 end with chapter 73 by the looks of it. Or maybe they'll make the evil eye arc into a movie if they don't do season 2 next, anime these days are into making arcs into movies so who knows, hope ot though :)
