That's because in Latin America, you are considered an adult when you hit 15 and expected to have adult responsibility and the children's treatment and household dynamics respond to that. In USA that age is 18 and most of the times, 21. Same way, in Japan, many children spend their teens living alone on their own while going to high-school, something unheard off in western culture. Ann 8-year old as sensitive as Shizuku might seem unrealistic a according to your personal experience but it might be not so much to the culture or conditions the story reflects.
