Is there a way to create a list based on my ratings or my tags. So it automatically picks up anything I've rated a certain level or anything I've tagged

You have to create your own list based on the rating or tag, and manually add the mangas that fall within the category.
I suggest that you take advantage of tags for this. When you go to your homepage and go to the list of all tags that you used. When you click on a tag, it will redirect you to a page of all mangas/manhwas that was specifically tagged by that tag (sorry kinda confusing lol)
So by this, to make your life easier, you can create a tag for each rating. However you like: star rating or number rating.
So for example, I'll create a tag 『』for mangas that are really good. When I click on that tag, it will show me all mangas that I rated/tagged as 『』
