to be fair latomi seem to be isolated (merchants aren't willing to trade with them) and it might not be the usual potions but a special potion.
and it's not just imperfect inferior potions that are thrown away but also ones that have expired/practice ones. they might have some kind of standard for a potion to be sellable too
I think the potions were already bad/expired when they were thrown out. She rummages from trash/dumps so probably these were already trash to begin with and not things that were initially in good condition and was just ignored left behind. Also maybe they were long expired that's why people dont care abt them anymore because it's a waste of space to carry them. Remember she used 3 potions i think for a small cut so just imagine how many potions it would take if it's a bigger injury. And also maybe people dont know that expired potions still have little effect. Maybe they are thinking it's no longer effective that's why it's as good as trash.
