This is one of those people.. they are consciously or unconsciously jealous of other people so they try to bring them down. There's a lot of them anywhere, but u can find them mostly at work.

Some of them are like this, lowkey making rude comments to destroy ur self esteem or force themselves in situations or relationships they're uncalled for.. these are the annoying and frustrating types.. the most common are those blatant bully type.. which are at least easier to deal with.
