In the other chapter also, when Jaehan told Danwoo to strip, he was clearly scared, embarrassed, and uncomfortable, but instead saying no or suggesting a compromise, Danwoo just went along with it. It could also just be that Danwoo does understand the concept of consent, but is too shy or afraid to say no.
