I think it’s part of the narrative. The authors showed us something shocking with Shin spending so much time with someone they clearly pointed out was suspicious (Shin noting his red hair and scaled arms in the armory). The two black panels could be allow those scenes to resonate more before breaking to the next scene with Wolfgang.
