I think what it is is that Princess Vanessa got pregnant by someone else and made a deal with Duke Winterwald to claim the baby was his and get married then divorce. He loved her Lady in Waiting and she knew that her Lady in Waiting would not leave the baby unattended and would step up if Vanessa left. So she made a deal with the Duke for the railroad claim so she could get out of the palace.
