I think around 161, the sequence is kinda different from the novel.
I had to read it again to get it. So i believe that Yuuri and Viktor are fated but yuuri thinks that he isn't fated with Viktor because he used a condom thinking that made yuuri think hewas using a safety precaution to prevent unwanted children, to still be able to severe their relationship once viktor finds his fated pair. And yuuri, vows to do anything to make viktor stay despite being the bad guy if ever the fated pair appears.
Viktor on the other hand knows they are fated pair since yuuri doesn't seem to know the pull between fated pairs. Yuuri is an alpha but he is responsive to viktor despite not being in a rut. Same goes to viktor who just finished his heat. That's why he said "because its... Me." He then says that Yuuri thinking about blaming himself and being the bad guy is pipe dream because it will never happen because they are already fated.

That confused me more basically yuri was an alpha and victor was an omega but they both hid that so yuri thought victor was an alpha and the fact they’re both alphas means they can’t be fated pairs.
Actually viktor is an omega. he confirmed it. but their positions are switched since yuuri should have topped since he is an alpha but he was the one who bottomed.
