He could not met the twins outside of the imperial area. So he could not go and save the twins when they were bullied far away.
Only when the twins enter the imperial areas, then the red wolf was able to see them.
However he still cannot help protecting them fully, because the bond/contract between them has not yet fully completed.
He still can use a bit of his power, but not strong enough to protect them. At the moment, he can only use teleport & illusion.
