My assumption with the guy it showed they were chasing from the previous chapters is it's about a group that selects the target, and rapes them. Possibly even threatening them or hurting them/killing them. With the sister however, I'm also assuming she may of been part of their new "hunt season" and it drove her to kill herself. They seem like they are entitled to this and can't be touched.
