I think it is because if she married any other man, they'd expect her to be a proper wife. The emperor, however, literally just wants her to sit there with the title and that's all that is necessary. I do wonder how she will be able to completely avoid political schemes though. People might use her for schemes such as blaming her for their killing attempts on the heroine etc.
