Sadly this is true, the point of the censorship idea was to restrict minors from getting the wrong impression and be exposed to "nudity" content. It's sad but there isn't much we can do for now but support, the closest I've seen others pull off is probably south korea's law by adding age requirements instead of restrictions to 19+ content
