Here's what happened: Yamamoto Group caused Kuze's family to break. Iirc, Shimojou's group was close knitted to Yamamoto. He was leaking information to Kuze and Kuze to the police organization to finally bring him down. Hence the "congrats on revenge" by Shimojou.
They ran away somewhere else, but only for a year. Kuze was still connected to the police and since then, Shimojou decided to go back and work as some sort of a bait for the police. Kuze was upset, but Shimojou who thinks everything is boring wants to do it for himself and Kuze, so yea.
