Most likely, too much coincidence to not be him. I found him suspicious since almost the beginning, but even putting that aside the whole end of the chapter pretty much proved that. His smile seemed so fake, adding to that how she's all " as long as I have Levi everything will be OK", and then right after they start going out together we get that scene, and then lastly how unstable she is. Most likely he plan to play with her emotion to make he go haywire in the future, in the hope she cause lot of destruction.
